The start of a group already has a solution -- either it starts at Object ID = 0, or the OP can include a Gap header indicating the objects from 0 - the actual start do not exist.

The editors and authors briefly discussed the start of a Track. This can be hard as publishers can lose state between publishing instances. We could add an optional Track Property that indicates the start, if there's enough demand for it. But we've been at this four years and no one has needed it, so my inclination is to wait until a use case arises.
