We updated moq-encoder-player and moxygen to draft v16 on the 2 publicly available servers (thanks Akamai - Will :-) ).

There has been a HUUUGE refactor (Changelog link https://github.com/facebookexperimental/moq-encoder-player/pull/37) of moq-encoder-player https://github.com/facebookexperimental/moq-encoder-player, and with help from my colleague Claude we made the UI much better (prettier and more concise). Successfully tested interop with Moxygen and Lonrenzo's relays. The media layer still uses MOQ-MI https://www.ietf.org/archive/id/draft-cenzano-moq-media-interop-03.html v03.
