Based on feedback received at Vienna, I have reformatted PR 'Add Sender-Side Track Switching (SSTS)� #1638https://github.com/moq-wg/moq-transport/pull/1638 as an external draft, which defines an extension to MOQT to enable Sender-Side Track Switching.

The default publisher algorithm has been updated and improved, along with the prose. A security considerations section has been added, along with IANA actions.
Currently, the extension defines a base mechanism for supporting multiple switching algorithms and then also defines an instance of one of these algorithms, which is termed algorithm 0. One suggestion at Vienna was that we could place the base definition for SSTS into the core MOQT spec and then move all algorithms into external drafts. Input on this direction is appreciated.
I am requesting review, ahead of publishing an I-D draft and hopefully presentation time at a virtual interim.
