Hi MoQ, based on our call this morning, the editors took the following action:

1. Created a draft-21-retro branch starting from the draft-20 tag
2. Replayed only the PRs that were exclusively or largely structural moves and locally reverted any non-structural changes
3. Wrote a release notes commit. We will apply this to main also.
4. Wrote a tool that reduces two versions of the draft to a set of sorted, normalized sentences, and diffs them.
5. Added a commit with the output of that tool in markdown form
6. Pushed a new tag and generated draft-21. It should be 100% wire and semantically equivalent to draft-20.

15 sentences were removed. These were sections the authors and editors agreed were obsolete and contradictory to the current consensus. 31 sentences were added and 20 sentences were modified, almost all were navigational pointers or updated section references. These changes remain in the Editors' copy - if you feel there's been an error, please open an issue or PR.
