WG,

As discussed in today�s Interim meeting we intend to send a Liaison Statement to MPEG Systems ISO/IEC JTC1/SC29/WG3 about our intention to adopt the LOCMAF draft (draft-einarsson-moq-locmaf-01https://datatracker.ietf.org/doc/draft-einarsson-moq-locmaf/). The main reason for sending this LS to inform them that we intended to do this work and adopt a WG item for it. We want to maintain a good relationship between IETF and MPEG thus we inform them and ensure that they don�t have significant objections to our plan define a compression technology for their media format.

In today�s meeting Victor asked if we have had a formal adoption call on this draft. In London during the CMSF (draft-ietf-moq-cmsf-01https://datatracker.ietf.org/doc/draft-ietf-moq-cmsf/) discussion we came to this conclusion (including some AI misunderstandings (LockMaf -> LoCMAF, and iBIN�s -> Eyevinn�s): "LockMaf compression (CMAF over LOC):

• iBIN�s delta-encoding scheme for CMAF audio packaging: 20-30% bandwidth savings.
• Resolution: Write PR to incorporate into CMSF draft. Check IPR (current implementation is MIT licensed). Need independent implementation."

Considering the size of the LOCMAF draft and that it is an independent piece of technology for compressing CMAF fragments the chairs and draft authors came to the conclusion that keeping them separate and just have a normative reference from CMSF draft would be simplest and ease any future corrections. In this process of discussion this I did arrive that it would be good to send this LS. We will wait with a formal adoption call until after we have heard from MPEG Systems WG.

If any WG participant sees issues with the intention of adopting LoCMAF it would be good to hear from them now, rather than later.
